Role & Function
IACTO is the national representative organisation for the voluntary Boards of Directors of community training centres. Established in 2000, IACTO provides management services to promote and enhance the delivery of quality training outcomes. We are a company limited by guarantee not having a share capital. The liability of the Directors is limited.

Nationally, IACTO supports local CTC boards in their employer function and represents Boards in collective negotiations with the Trade Unions, FÁS and other relevant bodies. The board members of IACTO are elected by the membership at the AGM.

Individual boards are responsible for the implementation of collective agreements, and are required to communicate with IACTO and FÁS in relation to staffing issues in accordance with agreed procedures.

Structure
The Directors of IACTO (11) are voluntary board members of community training centres. Directors of IACTO are nominated by their individual centre and elected by the general membership at the annual general meeting. The Board works on behalf of CTC's nationally. The Board normally holds 10 Board meeting per annum. The work of the Board is enhanced by a number of sub-committee's who meet to develop specific areas or represent the organisation on outside bodies.

IACTO Membership
Members of IACTO are community based organisations who subscribe to the Articles and Memorandum of Association. Currently the membership is restricted to Boards of Community Training Centres. Each CTC nominates a voluntary Board member to attend IACTO general meetings.

IACTO Board Profile

George Flynn - Chairperson
George Flynn is the Chairperson of IACTO and member of the Executive Board. George is also Chairperson of Kylemore Community Training Centre where he has been a Board member for seventeen years and also had a successful career with AIB Bank spanning over thirty years.

John Wall - Vice  Chairperson
John Wall, current Vice Chairperson and Executive Board Member of IACTO, is also Chairperson of Tralee Community Training Centre, current Lord Mayor of Tralee and is a member of Tralee Town Council.

Michael Heaney - Secretary 
Michael Heaney, current Secretary and Executive Board Member of IACTO, is also Chairperson of Galway Community Training Centre and a Garda Juvenile Liaison Officer.

Brendan O'Shea - Treasurer
Brendan O'Shea, current Treasurer of IACTO and member of the Executive Board.  Brendan is also Chairperson of Stoneybatter Community Training Centre where he his involvement has spanned eighteen years, has been a Director of IACTO since its foundation in 2000 and is a Teacher of Business in CBS North Brunswick Street.

Chris McDonagh
Chris McDonagh, ex Chairperson of IACTO and current Board Member.  Chris is also a board member and ex Chairperson of Sligo Community Training Centre, Chief Executive of CMD Training Institute Sligo and a member of the National Executive of the Irish Institute of Training & Development.

John Butler
John Butler, current Board Member of IACTO, is also Chairperson of Athlone Community Training Centre where he has been a Board Member for six years. John is also a member of Athlone Town Council for over twenty years, a former board Member of Westmeath Vocational Education Committee, Unit Leader of Second Westmeath Scout Troup and Secretary to Portlick Scout Camp Site and is an Area Supervisor with Iarnród Éireann.

John Clohessy
John Clohessy, a Board Member of IACTO since its inception in 2000, is also Chairperson of Mayfield Community Training Centre since 1998, and has been a Board Member since 1993. John, a retired Textile Engineer, was a Board Member of Mayfield Citizens Information Service from 1994-2004 and is a former Chairman, Secretary and Treasurer of Mayfield GAA Club. John is also a former Chairman of Guileen Sea Anglers.

Michael Mernagh
Michael Mernagh OSA (Order of St. Augustine), current Board Member of IACTO, is also a Board Member of the Liberties Community Training Agency, Advisor to the South Inner City Community Development Association, Member of the International Augustinian Commission for Justice and Peace and a Member of a number of national and international networks dealing with social inclusion and citizens rights. Michael is also a Founder and Director of the "Resource and Development Foundation (Western Cape Province) South Africa".

Frank Donnelly:  Frank is the Chairperson of Carlow CTC and the newest member of the IACTO board, having been elected in May 2010. Frank has a technical background with 34 years experience in private industry and supervision, culminating in Human Resource Managment. Frank also has a Diploma in Life and Business Coaching.

Noreen Hegarty:  Noreen is a new board member of IACTO elected in May 2009.  Noreen is also on the board of Blackpool Community Training Centre in Cork. Noreen is a General Manager of Northside Community Enterprises Ltd which offers 300 community employment participants work experience and supported work placements. She is also a director of Safe Energy Systems Ltd, NCE Insulations Ltd and Thermosnug Ltd. 

Guss O'Connell: Guss was elected to the Board of IACTO in May 2010. Guss has had many years experience with young people. He was the Department of Education CO-ordinator of YOUTHREACH from 1998 - 2006.  He has also helped to set up of Blanchardstown CTC of which he is now a board member.

Staff Profile

Executive Director: Réiltín McCall.  Reiltin was the first member of the IACTO staff and began working with the organisation in June 2000. Reiltin co-ordinates the work of the organisation and works on industrial relations at national and local level.

Administration Assistant: Siubhan Nash.  Siubhan began working with the organisation in 2000 and provides administrative support to the Executive Director and Board of IACTO.  Siubhan is also the Health and Safety Officer of IACTO.

Project Officer :  Regina Goslin.  Regina was taken on by IACTO on a temporary contract in 2010 to train both Boards and General Managers in Excellence in CTC Corporate Governance.  Regina has a strong background in Governance, Corporate Training and Human Resources.
